Planning conditions
  1. This proposal is not considered to be in accordance with local and national planning policy. This has been discussed with the applicant, and it has not been possible to identify solutions to the concerns as set out in this decision.
  2. The proposed development provides an insufficient parking and substandard turning, access width and visibility into the site to support the proposed use. Further, given the constraints within this area of Fletton, there is already limited off street parking for existing residents and visitors, and the streets adjacent to the site cannot accommodate further additional parking burden. The proposal results in a clear intensification of use, especially on days of worship, which would result in an unacceptable level of impact on highway safety. The proposal would be wholly unacceptable due to the detrimental impact on highway safety and would be contrary to LP13 of the Peterborough Local Plan and the NPPF 2024.
  3. With regards to noise and ventilation, insufficient information has been presented with the application and it is unclear what level of noise would be the result from amplification of speech, singing and music. Without details confirming the level of noise to be expected and levels of ventilation required for the building, specifications and where they would be fitted, it is unclear what level of mitigation would be required. It is not possible to determine the level of noise pollution that would result from the proposal and if this would be to the detriment of adjacent neighbours and occupiers. As such, it is not possible to assess the level of impact to adjacent residents, in line with LP17 and LP30 of the Peterborough Local Plan 2019 and the NPPF 2024.
