  2. This proposal is not considered to be in accordance with local and national planning policy. This has been discussed with the applicant, and it has not been possible to identify solutions to the concerns as set out in this decision.
  3. The proposed boundary treatment, by virtue of its scale, height and prominent siting, would result in visually intrusive element. The site occupies a prominent position, where buildings within the immediate streetscene are designed to be clearly visible and appreciated in their setting, framed by soft landscaping that contributes to an open and cohesive character. The introduction of the fencing, positioned closely to the highway, would create an uncharacteristic sense of containment, detracting from the prominence of the buildings and undermining the established pattern of development. Further, the proposed installation of doors, by reason of design and extent, would result in the erosion of the continuity of the building's original architectural diagonal brick plinth base feature, diminishing its coherence and the way in which it is appreciated as a unified element. As such, the proposal would not respond positively or appropriately to the character, appearance or context of the building, site or its surroundings and would result in unacceptably adverse harm, conflicting with LP16 of the Peterborough Local Plan (2019) and Section 12 of the National Planning Policy Framework (2024)(2025 as amended).
  4. The construction of the proposed development may impact upon the row of semi-mature lime trees along the site boundary bordering Staniland Way. Insufficient information has been provided to demonstrate that the proposed development would not have an unacceptably adverse and detrimental impact on the trees and their roots. Without this information the Local Planning Authority are unable to determine the full extent of the impact and potential impact the development would have and is therefore contrary to Policy LP29 of the Peterborough Local Plan (2019) and provisions within Sections 15 of the National Planning Policy Framework (2024)(2025 as amended).
