  1. The proposed development fails to demonstrate that safe and adequate parking and manoeuvring facilities can be provided within the site to serve the proposed use. The submitted parking arrangement does not demonstrate that the required level of parking provision can be physically accommodated within the site, nor that vehicles can safely access, park, manoeuvre and exit the site. Furthermore, insufficient evidence has been provided to demonstrate that any parking shortfall could be safely accommodated within the surrounding highway network. As a consequence, the proposal would result in an unacceptable impact on highway safety. The development is therefore contrary to Policy LP13 of the Peterborough Local Plan (2019) and Policy TR6 of the National Planning Policy Framework (2026).
