The proposed extension, by virtue of its projection from the side elevation, results in a scale of development which is out of scale with the host semi-detached dwelling. Due to the scale of the extension, both in terms of its projection from the existing dwelling and its height, it would not be subservient to the existing dwelling, which would lead to a significant adverse impact on visual amenity. Therefore, the proposal would conflict with the strategic aims of policy SP 1 (Sustainable Development) which seeks to ensure that sustainable development is achieved, criteria 1 and 2 of policy GN.1 (General Development Policy) and criteria 1 and 2 of policy GN.2 (Sustainable Design) of the Local Development Plan for Pembrokeshire (adopted 23 February 2013). Furthermore, the proposed development conflicts with the aims of Technical Advice Note (TAN) 12: Design (2016) and Planning Policy Wales (Edition 12, 2024).

The application site is located within a rural location. The proposed two-storey extension would increase the residential occupancy of the dwelling to a four bedroom dwelling but reduce the availability of parking provision from three parking spaces to two. Any overspill parking associated with the increased occupancy of the property would likely be onto the adjacent A478 and could impede the free flow and safe movement of traffic on this highway. As such, the proposed level of off street parking provision for the scale of the development would result in a detrimental impact on highway safety and not provide necessary and appropriate parking provision. As such, the proposal would fail to comply with the requirements of criteria 5 and 6 of Policy GN.1 (General Development Policy) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) along with the Parking Standards Supplementary Planning Guidance (SPG), 2013.
