  1. The proposed building and associated access track, by reason of their scale, siting and appearance, would result in an unacceptable urbanising effect and would erode the rural character and appearance of the countryside. The proposal would contribute to the fragmentation of agricultural land and the proliferation of built development within an open rural landscape. The proposal is therefore contrary to the strategic aims of Policy SP 1 and the relevant requirements of Policies SP 16 and GN.1 of the Pembrokeshire Local Development Plan 2013.
  2. Insufficient information has been submitted to robustly demonstrate that an essential operational need exists for the proposed building at this stage. In particular, the Local Planning Authority is not satisfied that the functional requirements of the proposed orchard and cut flower enterprises necessitate the development proposed, having regard to the information submitted regarding the management and operation of the holding. The proposal is therefore contrary to the strategic aims of Policy SP1 and the relevant requirements of Policies SP16 and GN.1 of the Pembrokeshire Local Development Plan 2013.
