The proposed alterations and extensions, to enable conversion, would be large and adversely affect the traditional character of the building. The building would also be overly domesticated with extensive apertures, large areas of glazing and a domestic porch. As such, it is considered that the proposal would be contrary to the requirements of policies GN.1 (General Development Policy), GN (Sustainable Desing) and GN.11 (Conversion or Change of Use of Agricultural Buildings) of the adopted Local Development Plan for Pembrokeshire.
The proposed development would result in additional nutrient loading to the Pembrokeshire Marine Special Area of Conservation (SAC). The Local Planning Authority has not been provided with sufficient information to undertake an Appropriate Assessment and conclude beyond reasonable scientific doubt that the proposal would not adversely affect the integrity of the SAC. Accordingly, the proposal fails to satisfy the requirements of criterion 4 of policy GN.1 and Policy GN.37 of the Pembrokeshire Local Development Plan, Planning Policy Wales and the Conservation of Habitats and Species Regulations 2017.
