The proposed alterations and extensions, would fail to be subservient to, or respectful of, the character, context and spatial arrangement of the built form of the existing dwelling. The discordant approach to extending the dwelling is unsympathetic and incompatible with its traditional character and proportions. In such terms, proposal conflicts with criterion 1 of policy GN.1 (General Development Policy) and criteria 1 and 2 of policy GN.2 (Sustainable Design) of the Local Development Plan (adopted 28 February 2013), the advice set out in Technical Advice Note (TAN) 12: Design (2016) and Planning Policy Wales (Edition 12, February 2024).
In the absence of an appropriate Preliminary Ecology Appraisal undertaken by a suitably competent person, the proposal fails to demonstrate that the development would not adversely affect protected species, thereby reducing biodiversity. In such terms, the proposal conflicts with policies SP 1 (Sustainable Development), criterion 4 of policy GN.1 (General Development Policy) and policy GN.37 (Protection and Enhancement of Biodiversity) of the adopted Local Development Plan for Pembrokeshire (adopted 28 February 2013).
