The proposed development fails to make provision for the required local needs affordable housing contribution through a completed planning obligation. In the absence of a mechanism to secure this contribution, the proposal is contrary to Policy GN.28 (Local Needs Affordable Housing) of the Local Development Plan for Pembrokeshire (adopted 28 February 20013
The proposed development would result in additional nutrient loading to the Pembrokeshire Marine Special Area of Conservation (SAC). The Local Planning Authority has not been provided with sufficient information to undertake an Appropriate Assessment and conclude beyond reasonable scientific doubt that the proposal would not adversely affect the integrity of the SAC. Accordingly, the proposal fails to satisfy the requirements of criterion 4 of policy GN.1 and Policy GN.37 of the Pembrokeshire Local Development Plan, Planning Policy Wales and the Conservation of Habitats and Species Regulations 2017
Insufficient ecological and arboricultural information has been submitted to adequately assess the impacts of the proposed development and associated access works on protected species, including Lesser Horseshoe Bats, ecological connectivity, trees, hedgerows and wider biodiversity interests. The Local Planning Authority is therefore unable to conclude that the development would maintain and enhance biodiversity, protect protected species or comply with the step-wise approach to biodiversity conservation. The proposal is therefore contrary to policy SP 1, criterion 4 of policy GN.1 and Policy GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), Planning Policy Wales and the biodiversity duty contained within Section 6 of the Environment (Wales) Act 2016.
