The application site is located in a countryside location. Insufficient supporting information has been provided with the application to explain the nature and extent of the proposed agricultural operations and use of the land, and therefore whether the scale and nature of the proposed development would be proportionate to any agricultural use of the site. As a result, it is considered that the nature, siting and scale of the proposed development would not be compatible with the capacity and character of the site and area within which it is located, and as a result would result in an unjustified use and adverse visual impact in a countryside location which does not represent sustainable development. As such, the development conflicts with policies SP 1 (Sustainable Development), SP 16 (The Countryside) and GN.1 (General Development Policy) of the Local Development Plan (LDP) for Pembrokeshire 2013.
Insufficient information has been submitted to demonstrate that the required visibility splays of 2.4 metres by 90 metres in both directions can be achieved without unacceptable harm to the existing hedgerow and associated biodiversity interests. Consequently, it has not been demonstrated that a safe and suitable access can be provided without an adverse impact on biodiversity. The proposal is therefore contrary to Criterion 6 of Policy GN.1 of the Pembrokeshire Local Development Plan (adopted February 2013).
In the absence of an appropriate Hedgerow Survey undertaken by a suitably competent person, the proposal fails to demonstrate that the development would not adversely affect protected species and habitats, thereby reducing biodiversity. The application also fails to identify the green infrastructure baseline of the site and follow a stepwise approach to provide sufficient and accurate mitigation and compensation measures. As such the development fails to comply with policies SP 1 (Sustainable Development), criteria 3 and 4 of GN.1 (General Development Policy) and policy GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), Pembrokeshire County Council Supplementary Planning Guidance: Biodiversity, May 2021 and Planning Policy Wales, Edition 12 and the Environment Wales Act 2016.
