  1. The site is located in the countryside, where policies SP 16 and GN.16 require the introduction of new visitor attractions and leisure facilities to demonstrate that the proposal requires a countryside location for the proposed use. Whilst it is acknowledged that the rural location enhances the attractiveness of the development, the scheme lacks robust justification to demonstrate that the proposed uses at the site require a countryside location. As such, the proposal fails to comply with criterion 1 of policy SP 16 and criterion 2 of Policy GN.16 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
