No biodiversity enhancement measures have been included as part of the proposed scheme. The application also fails to provide a Green Infrastructure Statement to identify the green infrastructure baseline of the site and a stepwise approach to inform any green infrastructure and biodiversity enhancement features. As such the proposal fails to comply with policies SP 1 (Sustainable Development) and GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), Planning Policy Wales (Edition 12, 2024) and the Environment (Wales) Act 2016.
The proposed installation of replacement telecommunications apparatus and ancillary equipment fails to incorporate adequate mitigation measures to reduce its visual impact. As a result, the development would appear unduly prominent on the rooftop of the ATE building and would be clearly visible from key public vantage points, including Castle Back, Perrot Avenue, and Quay Street, thereby adversely affecting important views within and across the conservation area, failing to preserve or enhance the character or appearance of the Haverfordwest Conservation Area, contrary to Section 72 of the Listed Buildings & Conservation Areas Act 1990, therefore the proposal fails to comply with Policy SP 1 (Sustainable Development), Policy GN.1 (General Development Policy), Policy GN.2 (Sustainable Design) and Policy GN.38 (Protection and Enhancement of the Historic Environment) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
