  2. During the construction phase, the development shall be carried out in accordance with the submitted Construction Phase Plan, by Balfour Beatty, dated 05 June 2026. Reason: In the interests of local amenity and highway safety and to accord with Policy GN.1 of the adopted Pembrokeshire Local Development Plan (2013).
  3. There is potential that asbestos containing materials (ACM) will be present within the site. Furthermore, the remodelling and construction phase may also result in emissions of noise, dust and gases impacting local amenity, influencing local air quality, and impacting the health of workers engaged in the activities. It is the responsibility of owners/developers to ensure safe development and occupation of the site particularly if any asbestos is present. The existing site should be assessed for asbestos materials prior to any demolition and construction works. ACM Footnote: Asbestos cement sheet and textured coating (Artex) materials may be removed by non-licensed contractors, but should be done in accordance with the guidance: https://www.hse.gov.uk/pubns/guidance/a14.pdf HSE - Asbestos: Asbestos essentials Most other asbestos materials must be removed by a contractor licensed by the Health and Safety Executive. If at any stage during the refurbishment process asbestos is suspected, the work should stop immediately, and the material should be investigated.
  4. Any potential for contaminated land should be carried out by a suitably qualified, experienced and independent person/company in consultation with the Head of Environmental Services and Public Protection. Any survey work should include a phased investigation approach, measures to remediate the site, including post monitoring and a validation report.
