The proposed development would introduce a domestic use beyond the residential curtilage of Hill House, resulting in encroachment into the countryside. Due to its proposed use and position outside the residential curtilage, it is considered the proposed building would have a detrimental impact on the rural landscape, resulting in a visually dominant and incongruous addition that would be more harmful than the caravans it is intended to replace. As such, the proposal it not considered to be compatible with the character of the site and area within which it is located, and would result in an unjustified visual impact which is not considered essential for this countryside location. The proposed development is therefore contrary to policy SP 1 (Sustainable Development) and SP 16 (The Countryside) and the detailed criteria 1 and 3 of policy GN.1 and criteria 1 and 2 of policy GN.2 of the Local Development Plan for Pembrokeshire (2013). The existance of the certificate of lawfulness for the storage of caravans, does not represent a material consideration which is sufficient to outweigh the identified policy conflict.
