The application has failed to demonstrate a stepwise approach to the provision of Green Infrastructure and biodiversity enhancements. Insufficient information has been provided to establish the condition and use of the site prior to the unauthorised change of use, preventing a proper assessment of the effect on Green Infrastructure and biodiversity. In the absence of this evidence, the proposal fails to demonstrate how biodiversity and green infrastructure enhancements have been incorporated into the design of the proposed development. Notwithstanding the information contained within the Green Infrastructure Statement, the application does not demonstrate that the proposal would provide a net benefit that would justify the visual intrusion of the proposed building in this countryside location. As such the proposal fails to accord with policies SP 1 (Sustainable Development), GN.1 (General Development Policy), GN.37 (Protection and Enhancement of Biodiversity), the advice set out in Supplementary Planning Guidance: Biodiversity (adopted May 2021), Planning Policy Wales Edition 12 and the Environment Act (Wales) 2016.
