The proposed development fails to demonstrate, through a robust sequential assessment, that no suitable and available town centre sites exist and does not provide sufficient evidence to confirm that the proposal would not adversely affect the vitality and viability of Haverfordwest town centre. The development therefore conflicts with Policies SP 1 SP 14 and GN.15 of the Local Development Plan for Pembrokeshire (adopted 28 February2013) and the placemaking principles of Future Wales: The National Plan 2040.
