The decision in relation to the stable building applies to the following drawings: 1/1250 Site Location Plan, dated 11 April 2026; 1/200 Scale Block Plan; Building Elevations; and Building Plans. Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
Within one month of the date of this planning permission, a bat or bird box shall be provided on an elevation of the existing stable building that does not include any external lighting. The bird or bat box shall be retained thereafter for as long as the development exists. Reason: To protect the wildlife and the ecological interests of the site, in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Within three months of the date of this decision notice, a scheme for surface water disposal, in relation to the stable building, shall be submitted to the local planning authority for approval. The scheme shall include an assessment of the sites potential for disposing of surface water by means of a sustainable drainage system, with the results of the assessment provided to the local planning authority. The scheme shall be implemented in accordance with the approved details within three months of approval and retained as such for as long as the development exists. Reason: To ensure that a satisfactory means of drainage is provided, and to accord with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
The native trees and wildflowers, identified in the Green Infrastructure Statement, shall be planted in the first planting and seeding seasons following occupation or completion of the approved development, whichever is sooner and retained thereafter. Reason: To protect and enhance biodiversity interests and to accord with Policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Any external lighting proposed in connection with the approved development shall be positioned at a low level, downward facing, hooded with a light temperature below 2700k and on a short PIR activated timer and retained as such thereafter. Reason: In the interests of biodiversity and to accord with Policy GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP 1, SP 16, GN.1, GN.2 and GN.37. It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan. This informative is intended only to be a summary of the reasons for the granting of planning permission. For further details on the decision, please see the application report under the above reference.
This application has been screened in accordance with Natural Resources Wales’ interim advice for planning applications within the river Special Areas of Conservation (SACs) catchments. It is considered that this development is unlikely to increase phosphate and nitrate inputs as it falls within the following criterion in the interim advice: Criterion 2: Any development that does not increase the volume or concentration of wastewater.
The application site is located within the countryside where, in accordance with Policy SP16, development is required to demonstrate an essential need related to rural employment uses and to respect the character of the landscape. Insufficient justification has been provided to demonstrate an essential need for the use of the site for B1 use (Grounds Work Business). In the absence of such justification, the development is considered incompatible to the landholding and would appear visually intrusive within the rural landscape. The proposal therefore represents an unjustified and inappropriate form of development in the countryside, contrary to Policies SP 1, SP 16, and GN.6 of the Pembrokeshire Local Development Plan (2013).
This decision notice relates to the stable building only.
