Condition 3 - External lighting scheme Condition 3 requires the submission and approval of a scheme for any external lighting associated with the development prior to installation. Details to satisfy this condition must cover the criteria set out in the condition as listed in paragraph 4.3 of this report above. The application submission has provided the following details (dated as received on 24 March 2026) to address the requirements of this condition: - 25001 (05) 100 - Site Location Plan; - 37611-STN-XX-ZZ-D-E-5502 - Electrical Services External Lighting ISO Line Layout The submitted details set out all of the lighting needs and mitigation requirements associated with the development during operational hours, demonstrating these as being the minimum required to perform the relevant lighting task. The submission proposes lighting of a design to minimise the risk of light spillage beyond the development site boundary and within ecologically sensitive areas; it sets out the technical details of the luminaires and columns, including their location, type, shape, dimensions and expected luminance output which has been untaken by a lighting engineer and demonstrates that the designs chosen minimise light pollution. This has been annotated on a scaled plan which allows for an understanding of the lighting scheme in the wider landscape and its visual impact providing an assessment against conservation requirements for protected species and designated landscapes. The council’s Ecologist has reviewed the submission. They confirm that the submitted lighting strategy as acceptable. It provides the information to satisfy the requirements of condition 3 and would result in an external lighting scheme compliant with The Environment (Wales) Act 2016 to maintain and enhance biodiversity and mitigate the impact of the development in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013). Accordingly Condition 3 can be treated as partially discharged. The condition will not be considered to be fully discharged until the approved lighting scheme is implemented, operated and maintained in accordance with the approved details for as long as the external lighting associated with the development hereby approved is in use.
