Planning conditions
  1. Within 3 months of the date of this decision, a scheme of site restoration shall be submitted to and approved in writing by the Local Planning Authority. Within 18 months of the date of this decision the stable building, storage container and associated hardstanding shall be removed from the site in their entirety in accordance with the approved scheme of restoration. Reason: To protect the character and appearance of the area to accord with policies SP 16, GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  2. Notwithstanding the information contained within the application, within 3 months of the date of this decision a scheme for the disposal of surface water for the site shall be submitted to and approved in writing by the local planning authority. The scheme shall include details of the suitability of ground conditions for the proposed method of water disposal and a timeframe for implementation. The scheme shall be implemented in accordance with the approved details and retained for as long as the development exists. Reason: To ensure that a satisfactory means of drainage is provided, and to accord with policies GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  3. Within 28 days of the date of this decision a bird box shall be installed on the south-east elevation of the stable building as shown on dwg no. 02. The bird box shall be maintained thereafter for as long as the development exists. PCC Reason: To protect ecological interests of the site in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and Section 6 of PPW edition 12.
  4. The stable building hereby approved shall be used for personal use only and at no time shall the building or associated land be used for commercial purposes including livery, riding school or business uses. To protect the amenity of the rural area and to accord with policies SP 16 ad GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  5. In the first available planting and seeding seasons following the date of this decision planting shall be implemented according to dwg no. 06 Proposed site layout and the submitted Green Infrastructure Statement. Any existing plants or trees retained or translocated; or new plants or trees planted or seeded in accordance with the approved scheme which, within a period of 5 years after implementation of the approved development are removed, die, become diseased or damaged shall be replaced with plants or trees of similar size and specification. Reason: To protect ecological interests of the site in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and Section 6 of PPW edition 12.
  6. The storage container hereby approved shall be used for purposes ancillary to the personal use of the stable building only and at no time shall the storage container or associated land be used for commercial purposes including livery, riding school or business uses. To protect the amenity of the rural area and to accord with policies SP 16 ad GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  7. Prior to the installation of any external lighting in connection with the development hereby approved, details of the external lighting shall be submitted to and agreed in writing by the Local Planning Authority. The lighting shall be positioned at a low level, hooded and downward facing to avoid light spill, avoid bat roosting features such as hedgerows and woodland edges and should be operated on a PIR activated timer. All external lighting shall be installed as approved and retained for as long as the development exists. Reason: To protect the biodiversity interests of the site in accordance with policy GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  8. Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP 1, SP 16, GN.1, GN.2 and GN.37 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan.   9. Pembrokeshire County Council as SuDS Approving Body (SAB) considers that by virtue of the fact that the construction area having drainage implications appears to be in excess of 100 square metres, the proposed works may require SAB approval. Please see www.pembrokeshire.gov.uk/planning-contacts/sustainable-drainage-approving-body-sab for more information. The applicant should be made aware that if there is a breach of the requirement for SAB approval (i.e. when construction work is commenced without SAB approval); the SAB may at any time issue an enforcement notice. The failure to obtain SAB approval may have a detrimental effect upon the future sale of the properties, which could also result in insurance applications and or flood event settlements being compromised.
  10. This application has been screened in accordance with Natural Resources Wales' interim advice for planning applications within the river and marine Special Areas of Conservation (SACs) catchments (issued on 20th January 2021 and 25th July 2025, respectively). It is considered that this development is unlikely to increase phosphate inputs as it falls within the following criterion in the interim advice: Criterion 1 and Criterion 2 - Any development that does not increase the volume or concentration of wastewater.
