The development shall begin no later than five years from the date of this decision. Reason: To comply with the requirements of Section 91 of the Town & Country Planning Act 1990 (as amended).

Prior to the first occupation of any of the residential units hereby approved the bat boxes and bird box shall be installed in accordance with the approved Green Infrastructure Statement and drawing MCB-LAW-XX-ZZ-DR-A-062100_P02 Proposed Elevations. Thereafter the bat boxes and bird box shall be maintained as first installed in accordance with the approved details and retained for as long as the development exists. Reason: To ensure that animal and plant species, habitats, and the ecological interests of the site are adequately protected and to accord with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and Section 6 of PPW (Edition 12, 2024).
The proposed planting annotated on drawing MCB-LAW-XX-ZZ-DR-A-069102_P02 Proposed Site Plan, detailed within the Green Infrastructure Statement and the Preliminary Bat Roost Assessment Report by Max Burrell Ecology & Environment, reference 0079-REP-BAT-PRA-P2 dated February 2026 shall be carried out in accordance with these approved details during the first planting season following the first occupation of the first of the units hereby approved. If within a period of 5 years from the date of the planting any tree, shrub or plant is removed, uprooted or destroyed or dies or becomes, in the opinion of the local planning authority, seriously damaged or defective, planting of the same species and size as that originally planted shall be planted at the same place during the next planting season immediately following its death/removal/destruction. Reason: To protect the ecological interests of the site and to enhance biodiversity in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and Section 6 of PPW (Edition 12, 2024) and the Environment (Wales) Act 2016.
Notwithstanding the details provided on the approved plans any external lighting associated with the development hereby approved shall be positioned no higher than 2 metres above ground level, be downward facing, hooded, with a light temperature below 2700k and on a short passive infrared (PIR) motion sensor activated timer allowing light to be emitted for no longer than a maximum of one minute. Reason: In the interests of biodiversity to ensure that nocturnal animal species and habitats are adequately protected to accord with with Policy GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
No demolition or construction shall commence until such time as a Construction Traffic Management Plan (CTMP) has been submitted to and approved in writing by the local planning authority. The CTMP shall provide details on a plan to a recognised scale and written statement to agree the following: a. Parking for vehicles, site personnel, operatives and visitors b. Loading and unloading of plant and materials, including any use of banksmen and/or traffic management c. Storage of plant and materials indicated on a plan d. Erection of hoarding or heras fencing as indication on a submitted plan e. Measures to prevent the deposit of materials on the highway f. On-site turning for construction vehicles Thereafter the development of the site shall be carried out in accordance with the approved details for the duration of the demolition, construction and refurbishment phases of the development hereby approved. Reason: In the interests of highway safety and to meet the objectives of the PPW (2024) in accordance with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
The applicant is advised that all British bat species are European Protected Species by virtue of their listing under Annex IV of EC Directive 92/43/EEC (‘The Habitats Directive’). This Directive has been transposed into British Law under the Conservation of Habitats and Species Regulations 2017. British bats are also protected under Schedule 5 of the Wildlife and Countryside Act (1981) (as amended). It is a criminal offence to intentionally, or recklessly disturb, harm, or kill bats or to destroy a bat 'roost', even if only occasionally used. If bats are encountered on site works should stop immediately an NRW should be contacted (Natural Resources Wales, - General Enquiries: enquiries@naturalresourceswales.gov.uk or 0300 065 3000 Mon-Fri, 8am - 6pm) a licence may then need to be applied for from NRW. Licences are not automatically granted by virtue of a valid planning consent and it may be possible that the necessary licence application may be refused.
Prior to first occupation of the first of the units hereby approved full details of the secure and covered cycle parking shall be submitted to and approved in writing by the local planning authority. Thereafter this provision shall be installed as approved prior to the first occupation of the first of the units hereby approved and remain available to all occupiers and retained for this purpose for as long as the approved use exists. Reason: To encourage sustainable travel and in the interests of residential and visual amenity, to meet the objectives of the PPW (2024) and to satisfy policies GN.1 and GN.2 of the adopted Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below: Policies SP 1, SP 12, SP 13, SP 14, GN.1, GN.2, GN.12, GN.26, GN.37 and GN.38. It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan. No demolition or construction works shall commence until such time as a Construction Environmental Management Plan (CEMP) has been submitted to and agreed in writing by the Local Planning Authority. The plan shall describe in detail the actions that will be taken to minimise adverse impacts on occupiers of nearby properties by effectively controlling: i. Noise & vibration arising from all construction related activities. This should also include suitable restrictions on the hours of working on the site including times of deliveries; ii. Dust arising from all demolition and construction related activities; iii. Artificial lighting used in connection with all demolition and construction related activities and security of the construction site; The CEMP shall provide details in relation to the: 1. Procedures for ensuring compliance with statutory or other identified noise control limits. 2. Procedures for minimising noise from construction related traffic on the existing road network. 3. Procedures for ensuring that all works are carried out in accordance with the principle of “Best Practicable Means” as defined in the Control of Pollution Act 1974. 4. The general induction training for site operatives, and specific training for staff having responsibility for particular aspects of controlling noise from the site. 5. Procedures for ensuring that all groundworks are conducted safely without unacceptable risks to workers, neighbours and other offsite receptors. 6. Liaison with the local authority and the community. Thereafter demolition and construction works shall be carried out in strict accordance with the approved Construction Environmental Management Plan unless agreed otherwise in writing. Reason: In the interests of residential amenity and to accord with policies GN.1 (General Development Policy) and GN.2 (Sustainable Design) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Prior to the first occupation of any of the residential units hereby approved all internal party walls will be constructed to comply with the internal noise criteria recommended for habitable rooms in residential dwellings as set out in Table 2.2 on page 7 of the Environmental Noise Assessment (Ref: 7937/ENS1) dated 13 February 2026. Thereafter the internal walls shall be retained and maintained as per this specification for as long as the use exists. Reason: In the interests of public health to protect the residential amenities of occupiers of the development from the adverse impact of noise in accordance with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
