The proposal would result in the change of use of an existing employment building to a Dental Practice (D1), leading to the unjustified loss of an employment premises in a location which contributes to the local supply of employment land and buildings. Insufficient evidence has been submitted to demonstrate that the building is no longer suitable or viable for continued employment use, nor that there is overriding community need to justify its loss. While the proposed use would constitute a community facility, it has not been demonstrated that the community benefits would outweigh the policy harm identified, As such, the proposal is contrary to Policies GN.1, GN.8 and GN.33 of the Local Development Plan for Pembrokeshire (adopted February 2013).
Insufficient information has been submitted to demonstrate that the development would operate without giving rise to unacceptable highway safety impacts or on street parking pressure. In particular, the applicant has failed to provide adequate details regarding staff and patient numbers, parking demand, accessible parking provision, cycle parking facilities, or a Travel Plan to mitigate the identified shortfall in parking provision. As such, the proposal fails to comply with criterion 5 of policy GN.1 of the Local Development Plan for Pembrokeshire and the adopted Supplementary PLanning Guidance: Parking Standards.
