Notwithstanding the information contained within the application, in the absence of a comprehensive Odour Management Plan, the Local Planning Authority is unable to conclude that the proposed development can be operated without causing unacceptable odour impacts on the amenities of nearby residential receptors. The proposal therefore fails to demonstrate that adequate mitigation measures would be secured for the lifetime of the development. Accordingly, the proposal is contrary to the requirements of Policy GN.1 (General Development Policy) of the Pembrokeshire Local Development Plan (adopted 28 February, 2013) which requires that development does not result in significant detrimental effects on local amenity.
The application fails to identify the green infrastructure baseline of the site and follow a stepwise approach to provide sufficient and accurate mitigation and compensation measures. As such the development fails to comply with policies SP 1 (Sustainable Development), criteria 3 and 4 of GN.1 (General Development Policy) and policy GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), Pembrokeshire County Council Supplementary Planning Guidance: Biodiversity, May 2021 and Planning Policy Wales, Edition 12 and the Environment Wales Act 2016.
