In the first available planting and seeding seasons following completion of development hereby approved, planting must be implemented according to the Green Infrastructure Statement, dated 06 February 2026. Any existing plants retained or translocated; or new plants planted or seeded in accordance with the approved scheme which, within a period of 5 years after implementation of the approved development are removed, die, become diseased or damaged to such extent that, in the opinion of the Local Planning Authority, the function in relation to this planning approval is no longer delivered, shall be replaced with plants of similar size and specification. Reason: To ensure that animal and plant species and habitats are adequately protected, and to protect and enhance the character and appearance of the site and to accrd with the requirements of policies GN.1 (General Development Policy) and GN.37 (Protection and Enhancement of Biodiversity) of the Pembrokeshire Local Development Plan (adopted 28 February 2013).
Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP 1, SP 16, GN.1 and GN.37 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan. Badgers and their setts are protected under The Protection of Badgers Act 1992. It is an offence to wilfully kill, injure, take, possess or cruelly ill-treat a badger, or to attempt to do so; or to intentionally or recklessly interfere with a badger sett which includes damaging or destroying a sett, obstructing access to a sett, or to disturb a badger occupying a sett. A walkover of the site and adjacent habitat is to be undertaken prior to any works commencing. Should a badger sett be found then the details below will apply. The following activities require a Badger licence from NRW: • Using very heavy machinery within 30 metres of any entrance to an active sett. • Using lighter machinery (particularly for any digging operation) within 20 metres. • Light work such as hand digging or scrub clearance within 10 metres.
Habitat protection In order to protect the retained habitat, the buffer zones indicated in the green infrastructure statement are to be adhered to. i.e. 2m buffer around retained hedges and a 5m buffer from the woodland edge. It is anticipated that there will be a need for construction machinery/vehicles to transport the structure materials to the site. Therefore, a check of the route from the nearest access point to the construction site will be required to ensure there are no protected species that may be impacted along the route. Should any ground nesting birds be observed then a 5m buffer is to be placed around the nest until such time as all chicks have fledged. Any reptiles observed should be allowed to disperse into retained habitat under their own fruition.
