This decision relates only to the plans identified below: 25040/101, Rev 1, Proposed block plan, dated 19/11/2025 25040/02, Rev 1, Proposed layout, dated 19/11/2025 Kite Ecology, Bat potential roosting feature assessment, Final Report, January 2026 Design and access statement, received 05/02/2026 Green Infrastructure statement, received 05/02/2026
The application site compises of a semi-detached property, flanked by neighbouring properties to the east and west. The proposed development, would introduce a first floor extension to the rear, which would project by 4.7 metres from the existing dwelling and span the length of the rear elevation. The scale of the proposed first floor extension would result in an overshadowing and overbearing impact detrimental to the amenity of the neighbouring dwelling to the east. As such, it is considered that the proposal would not accord with Policy SP 1 (Sustainable Development), criterion 1 and 2 of Policy GN. 1 (General Development Policy) and criteria 1 and 2 of Policy GN.2 (Sustainable Design) of the Local Development Plan for Pembrokeshire (adopted 23rd February 2013).
The proposed development would result in an increase to the overall height of the garage to approximatley 6 m, which appears excessive. The proposal by reason of its design and scale is poor in design terms, in particular the asymmetric roof is visually intrusive and out of keeping with the height of garages in the locality. In this respect, the design and appearance would not be compatible with the character of the site and would fail to achieve a good design that contributes positively to the existing built form.
