The application fails to provide sufficient details regarding the removal, translocation and reinstatement of approximately 26-27 metres of existing hedgerow and hedgebank. In particular, no methodology, section drawings, tie ins to retained hedge, levels, gradients, boundary reconstruction details or access engineering details have been submitted. In the absence of this information, it cannot be demonstrated that the development would preserve or enhance the rural landscape character or avoid creating a visually intrusive and engineered opening in an otherwise intact hedgerow corridor. The proposal therefore fails to comply with Policies SP 1, SP 16, GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and does not demonstrate alignment with the sustainable development requirements of Future Wales.
The proposal involves the removal and translocation of a mature hedgebank of recognised ecological value, which provides habitat and connectivity for protected species including nesting birds and reptiles. No ecological survey information or precautionary method of working for reptiles or nesting birds has been provided to demonstrate that harm would be avoided. The submitted Green Infrastructure Statement lacks sufficient detail on species diversity, planting densities, establishment measures and long term functionality, and therefore fails to demonstrate that ecological and biodiversity losses would be appropriately mitigated or compensated. The development is therefore contrary to Policies SP 1, GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), and the requirements of the Environment (Wales) Act 2016 to maintain and enhance biodiversity.
The application proposes a new engineered access and alterations to the existing roadside bank but does not include any site specific surface water drainage design. In the absence of adequate engineering and drainage information, it cannot be demonstrated that appropriate drainage infrastructure can be accommodated or that the proposal would not give rise to highway safety issues. The proposal is therefore contrary to criterion 6 of Policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013)
