There is potential for protected species to be utilising the site, as a result a dusk emergence survey is required. In the absence of this asssessment, the proposal fails to demonstrate that the development would not protect or enhance protected species, therefore reducing biodiversity. As such, the proposal conflicts with policies SP 1 (Sustainable Development), criterion 4 of policy GN.1 (General Development Policy) and policy GN.37 (Protection and Enhancement of Biodiversity) of the adopted Local Development Plan for Pembrokeshire (adopted 28 February 2013).
The application fails to include a Green Infrastructure Statement to demonstrate how a stepwise approach has been taking to appraising the site and how green infrastructure has been incorporated into the design of the proposed development. Furthermore, the submitted application does not include any details of biodiversity enhancement. In the absence of such information, the development fails to demonstrate a positive approach to protecting and enhancing biodiversity. The proposal fails to accord with policies SP 1 (Sustainable Development), GN.1 (General Development Policy), GN.37 (Protection and Enhancement of Biodiversity), the advice set out in Supplementary Planning Guidance: Biodiversity (adopted May 2021), Planning Policy Wales Edition 12 and the Environment Act (Wales) 2016.
The proposed extension, by virtue of its projection from the rear elevation, results in a scale of development which is out of scale with the host dwelling. In addition, the proposed gable span of the extension is disproportionately wide, creating an unbalanced and visually intrusive addition. Together, these elements would fail to respect the character and proportions of the existing dwelling and would not be compatible with the character of the site and would lead to a significant adverse impact on visual amenity. Therefore, the proposal would conflict with the strategic aims of policy SP 1 (Sustainable Development) which seeks to ensure that sustainable development is achieved, criteria 1 and 2 of policy GN.1 (General Development Policy) and criteria 1 and 2 of policy GN.2 (Sustainable Design) of the Local Development Plan for Pembrokeshire (adopted 23 February 2013).
