Decision & conditions

Planning conditions
  1. 1. The application fails to satisfy the sequential approach required by Planning Policy Wales (Edition 12, 2024), TAN 4, Policy 6 of Future Wales (2021) and Policies GN.12 and GN.15 of the Local Development Plan (2013). Although the submission identifies a sequentially preferable town centre premises, the assessment lacks the necessary detail to justify discounting this option. No marketing evidence, viability information, or assessment of suitability has been provided to demonstrate why the business ‘Liane’s Hairdressing Salon and Nail Bar’ could not operate from a town centre location. In the absence of this essential evidence, the proposal represents an unjustified out of centre use. 2. Insufficient information has been provided to justify the loss of B1 employment floorspace, contrary to Policy GN.8. Two of the three subdivided units would be converted to non employment uses, and the application justification relies on outdated 2019 Employment Survey data undermining the relevance and reliability of the evidence presented. Policy GN.8 requires clear demonstration either that adequate alternative B Use Class provision exists or that continued B Use Class is unviable; no such evidence has been submitted. A beauty salon is not an employment use in Local Development Plan terms and does not contribute to the employment land supply objectives of Policies SP1, GN.6 or GN.8. 3. The introduction of a hairdressing salon and nail bar, uses typically found within established shopping centres, into this out of centre location would undermine the strategic role, vitality, and viability of Haverfordwest town centre. The proposal therefore conflicts with the Placemaking and Good Design principles of Planning Policy Wales (Edition 12, 2024) and with Policies SP1, GN.1, GN.2, GN.12 and GN.15 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
