- The development comprises a one bedroom self catering unit above the existing garage at Lackerlee, located in open countryside and unrelated to any enterprise that requires a rural location. The site is neither within nor wellrelated to a Town, Service Centre or Service Village, and the development does not comprise the conversion of an existing dwelling, historic building or traditional agricultural building. The proposal therefore fails to meet the requirements of Criteria A.1 and A.2 of Policy GN.17. Insufficient information has been provided to demonstrate that the development represents an acceptable form of diversification in accordance with Policy GN.10. The proposal is therefore contrary to the strategic aims of Policies SP 1 and SP 16, and to Policy GN.1(1), GN.10 and GN.17 of the Local Development Plan (adopted February 2013). No material considerations have been identified that would justify an exception the policies of the Development Plan.
