The proposed development would result in an increase in nitrogen discharges draining into the Milford Haven Inner waterbody of the Pembrokeshire Marine Special Area of Conservation (SAC) where features are known to be in unfavourable condition due to current evidence of both chemical and biological failure. Insufficient information has been provided to demonstrate mitigation measures which would allow the proposed development to achieve nutrient neutrality for nitrogen. As a result, it has not been established that the development would prevent further deterioration of water quality or ensure compliance with the conservation objectives of the Pembrokeshire Marine Special Area of Conservation (SAC). In the absence of such evidence, a conclusion of no adverse effect on the integrity of the SAC cannot be reached. The proposal is therefore contrary to Policies SP 1 (Sustainable Development), GN.1 (General Development Policy), and GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), Technical Advice Note 5: Nature Conservation and Planning (2009), Natural Resources Wales guidance on nutrient-sensitive SACs (Version 5.1, 22/10/2025), the Conservation of Habitats and Species Regulations 2017 (as amended) and the duty under the Environment (Wales) Act 2016.
The proposed change of use would result in a self contained residential unit that fails to provide an acceptable standard of residential amenity for future occupiers. The habitable accommodation would be served by no external windows, resulting in inadequate levels of natural daylight and outlook and creating a poor-quality and oppressive living environment. Furthermore, insufficient information has been submitted to demonstrate that adequate ventilation, air quality, and moisture control could be achieved without harm to the character and appearance of the listed building. As such, the proposal is contrary to Policies SP 1 (Sustainable Development) and GN.1 (General Development Policy) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
The proposed development, by reason of the design and use of materials of the proposed replacement door and full-height window, would fail to respect the special architectural and historc interest of the listed building. The proposal would therefore result in harm to the character of the listed building and would not acccord with Policies SP 1 (Sustainable Development), GN.1 (General Development Policy), GN.2 (Sustainable Design) and GN.38(Protection and Enhancement of the Historic Environment) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and the duty in the Historic Environment Wales Act 2023.
