The proposed amendments to the design of Plot A, by reason of increased height, altered proportions, and changes to materials, would result in a form of development that fails to respect the character, appearance, and coherent design approach established under the approved scheme. The development would appear visually incongruous within the walled garden setting and would fail to integrate appropriately with its surroundings, contrary to Policies GN.1, GN.2 and GN.38 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
In the absence of sufficient supporting information in respect of site levels, engineering works, drainage and tree protection, the introduction of a separate vehicular access to serve Plot B would result in an unacceptable impact on the character and appearance of the site and may lead to harm to existing landscape features, including trees. The proposal is contrary to Policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013)
The proposed development would generate additional foul wastewater within the catchment of the Milford Haven Inner waterbody, which forms part of the Pembrokeshire Marine Special Area of Conservation (SAC). In the absence of sufficient information or mitigation, it cannot be concluded that the proposal would not have a likely significant effect on the SAC. The additional foul drainage cannot be screened out at the Habitats Regulations Assessment stage, and the Local Planning Authority is therefore unable to ascertain that the proposal would not adversely affect the integrity of the European site. The proposal is therefore contrary to Policies SP 1, GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and the Conservation of Habitats and Species Regulations 2017 (as amended).
No Green Infrastructure Statement or sufficient supporting information has been submitted to demonstrate how the proposed amendments would protect and enhance biodiversity interests. As such, the proposal fails to comply with Policy GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and the Environment (Wales) Act 2016.
