The application fails to provide sufficient detail regarding staffing arrangements. In particular, no information is provided on the maximum number of staff likely to be present on site at any one time, details of shift patterns, or the duration of staff handover periods (e.g. 15–30 minutes). Which is considered critical in assessing peak parking demand. Therefore, inadequate information has been provided within the planning application in order to establish whether the parking spaces to be provided would be sufficient for proposed parking levels and allow for vehicles to safely turn within the site and exit in a forward gear on the B4329. The development would therefore result in a detrimental impact on highway safety and not provide necessary and appropriate service infrastructure and is therefore considered contrary to criteria 5 and 6 of policy GN.1 (General Development Policy) and criterion 3 of policy GN.30 (Specialist and Supported Accommodation) of the adopted Local Development Plan (2013).
