Planning conditions
  1. The development shall begin no later than five years from the date of this decision. Reason: To comply with the requirements of Section 91 of the Town & Country Planning Act 1990 (as amended).
  2. The development shall be carried out in accordance with the following approved plans and documents: Drawing No. 01 Rev A Block Plan and Sectional Details as Existing Drawing No. 04 Rev C Block Plan and Sectional Details as Proposed Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
  3. The native shrubs identified in the Green Infrastructure Statement and the details shown on Drawing No. 04 Rev C Block Plan and Sectional Details as Proposed shall be planted in the first planting and seeding seasons following occupation or completion of the approved development, whichever is sooner and retained thereafter. Reason: To protect and enhance biodiversity interests and to accord with Policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  4. Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP 1, SP 16, GN.1 and GN.37 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan. This informative is intended only to be a summary of the reasons for the granting of planning permission. For further details on the decision, please see the application report under the above reference.
  5. This permission shall not be construed as granting rights to carry out works on, or over, land not within the ownership, or control, of the applicant.
  6. You must obtain the prior written consent of the owner and occupier of any land upon which it is necessary for you to enter in order to construct, externally finish, decorate or in any other way carry out any works in connection with this development including future repairs/maintenance, or to obtain support from adjoining property. This permission does not authorise you to take such action without first obtaining this consent. Your attention is also drawn to the Access of Neighbouring Land Act 1992 and Party Wall Act 1996.
  7. In the absence of an ecology report (PEA), precautionary working methods (PWMs) will be to be employed to reduce/avoid impact on protected species and onsite habitats. Badgers/ otters/ hedgehogs: Trenches/ holes /cavities are to be covered overnight to prevent animals falling in and becoming trapped/ injured or killed. If this is not possible then a plank must be inserted at an angle of no more than 30 degrees to allow the animal an opportunity to escape. Chemical / oils/ fuels etc and to be stored off the ground in a locked area/store to prevent animals gaining access where they could be injured/ killed. Prior to the commencement of any works a walkover of the site will be required to establish if any new setts have been established. Any setts discovered within 30 metres of any works then further advice is to be sought from an ecologist/NRW. This may require further surveys to determine the use of the sett and potentially a licence from NRW. Once the nutrient store has been completed and not yet filled temporary fencing should be installed around the edges to deter any animals from falling in and being unable to escape. The plank must remain inside to allow egress should any animals fall in until such time as the nutrient store becomes active. The ground works should be undertaken outside of the bird nesting season (1ST March to 1st September) to prevent killing /injury to ground nesting birds. If this is not feasible then a nesting bird check is to be undertaken by a suitably qualified ecologist. Should any nesting birds be found, a 5m buffer is to be placed around the nest until such time as all chicks have fledged. Undertaking the works at this time will also be in the active season for reptiles. Any reptiles that may be present onsite will be able disperse under their own accord.
  8. Prior to the first use of the development hereby approved, the proposed bat box shall be installed in accordance with the Green Infrastructure Statement and the details on Drawing No. 04 Rev C Block Plan and Sectional Details as Proposed and retained thereafter. Reason: In the interests of biodiversity enhancement and to accord with the requirements of policy GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
