The proposed design of the building is not typical of a structure intended solely for the storage of paraphernalia associated with grazing land or for equine use and no information has been provided within the application to demonstrate the functional need for a building of this scale. Reference is made within the application submission to two traveller pitches proposed on adjacent land, however, this relates to a separate planning application without the benefit of planning permission and therefore carries no weight in justifying the current proposal. As a result, no established or permitted residential use exists that would create an operational need for a building of this nature or scale. Furthermore, the building of signifcant scale would appear a standalone and visually prominent feature, its prominence exacerbated by its elevated position up from the highway to the north. The nature, siting and scale of the building would not be compatible with the capacity and rural character of the site, and together with the access track results in an unjustified and visually intrusive form of development in the open countryside, which does not represent sustainable development contrary to Policies SP 1 (Sustainable Development), SP 16 (The Countryside), GN.1 (General Development Policy) and GN.2 (Sustainable Development) of the Local Development Plan for Pembrokeshire (adopted 28th February 2013).
