Planning conditions
  1. The development shall begin no later than five years from the date of this decision. Reason: To comply with the requirements of Section 91 of the Town & Country Planning Act 1990 (as amended).
  2. The development shall be carried out in accordance with the following approved plans and documents: CD1357-L01 Location Plan (Dated as received 26/11/2025) CD1357-L02 Location Plan (Dated as received 16/02/2026) CD1357-P01 Revision 1 Proposed Elevations and floor plans (Dated as received 13/03/2026) CD1357-P02 Revision 1 - Proposed floor plan (Dated as received 13/03/2026) CD1357-P03 Proposed Section B-B Plan (Dated as received 26/11/2025) Green Infrastructure Report (Dated as received 26/11/2025) Bat Survey Report by I & G Ecological Consulting dated 25/11/2025 (Dated as received 26/11/2025) Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
  3. The accommodation hereby approved shall be occupied as holiday accommodation (falling within use class C6 as defined in The Town & Country Planning (Use Classes) Order 1987 (Amended) only and shall not be occupied as a person’s sole or main place of residence or by any persons exceeding a period of 31 days for each period of occupation. An up-to-date register shall be kept at the holiday accommodation hereby permitted and be made available for inspection by the local planning authority upon request. The register shall contain details of the names of all of the occupiers of the accommodation, their main home addresses and their date of arrival and departure from the accommodation. Notwithstanding the provisions of the General Permitted Development Order, the accommodation shall not be converted from use class C6 to use classes C3 or C5 unless Planning Permission has been granted on an application thereto. Reason: In order to ensure that the accommodation is occupied solely for holiday letting purposes and for no other residential purpose in accordance with GN.17 and GN.26 of the Local Development Plan (adopted 28 February 2013).
  4. Notwithstanding the information provided within the application submission, prior to the commencement of the development a method statement detailing the techniques to be used in the conversion of the buildings together with the extent of any repairs, demolition and rebuilding shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out strictly in accordance with these approved details. Reason: To ensure that the development is compliant with Policy GN.11 of the Pembrokeshire Local Development Plan adopted 28th February 2013.
  5. The external surfaces of the refurbished and converted buildings hereby approved shall be constructed and finished in the facing materials specified in the materials schedule on the application form and as annotated on the approved plans. Reason: To ensure a satisfactory standard of external appearance and to accord with Policies GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  6. Prior to the first use of any of the holiday units hereby approved the passing bay annotated on the access lane, as shown on approved plan CD1357-L02 Location Plan (Dated as received 16/02/2026) shall be fully constructed. Thereafter the passing bay shall be maintained as first completed, retained and kept available for passing purposes only. Reasons: In the interest of highway safety in accordance with the objectives of Planning Policy Wales (2024) and GN.1 of the Local Development Plan for Pembrokeshire (28 February 2013).
  7. Prior to the first use of any of the holiday units hereby approved all car parking provision as annotated approved drawing CD1357-P01 Revision 1 (Dated as received 13/03/2026) shall be fully completed. Thereafter this parking provision shall be maintained as first installed and retained for the purposes of parking for as long as the development exists. Reasons: In the interest of highway safety in accordance with the objectives of Planning Policy Wales (2024) and GN.1 of the Local Development Plan for Pembrokeshire (28 February 2013).
  8. Prior to the first use of any of the holiday units hereby approved the development shall be carried out in accordance with all mitigation and recommendations set out in the Bat Survey Report by I & G Ecological Consulting dated 25/11/2025 (Dated as received 26/11/2025) installing the bat and bird boxes in the positions as annotated on approved drawing CD1357-P01 Revision 1 Proposed Elevations and floor plans (Dated as received 13/03/2026). Thereafter the bat and bird boxes shall be maintained as first installed and retained for as long as the development exists. Reason: To ensure that the ecological interests of the site are adequately protected and biodiversity of the site is enhanced in accordance with GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  9. The soft landscaping as detailed in the Green Infrastructure Report (Dated as received 26/11/2025) and annotated on approved drawing CD1357-P01 Revision 1 Proposed Elevations and floor plans (Dated as received 13/03/2026) shall be planted in the first available planting and seeding seasons following the first use of the first holiday unit to occupied. Any planting which, within a period of 5 years after implementation of the approved development are removed, die, become diseased or damaged to such extent that, in the opinion of the Local Planning Authority, the function in relation to this planning approval is no longer delivered, shall be replaced with plants of similar size and specification. Reason: In the ecological interests of the site in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  10. Notwithstanding the details illustrated on the plans hereby approved any external lighting associated with the development hereby approved shall be positioned no higher than 2metres above ground level, be downward facing, hooded and on a short passive infrared (PIR) motion sensor activated timer allowing light to be emitted for no longer than a maximum of one minute. Reason: In the interests of biodiversity and to comply with Policy GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  11. Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP 1, SP 16, GN.1, GN.2, GN.11, GN.17, GN.37 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan.   12. This Decision Notice grants planning permission. You are advised that it does not constitute approval under the Building Regulations.
  13. The Wildlife and Countryside Act 1981 makes it a criminal offence to damage or destroy the nest of any wild bird whilst that nest is in use or being built. Established working practice avoids works to any hedgerow, tree or other vegetation where birds may reasonably be expected to make their nest (such as scrub) between 1 March and 31 August in any year. Care should be taken outside of this exclusion period as variations in climate may extend the nesting season.
  14. The applicant is advised that that all British bat species are European Protected Species by virtue of their listing under Annex IV of EC Directive 92/43/EEC (‘The Habitats Directive’). This Directive has been transposed into British Law under the Conservation of Habitats and Species Regulations 2017. British bats are also protected under Schedule 5 of the Wildlife and Countryside Act (1981) (as amended). It is a criminal offence to intentionally, or recklessly disturb, harm, or kill bats or to destroy a bat 'roost', even if only occasionally used. If bats are encountered on site works should stop immediately an NRW should be contacted (Natural Resources Wales, - General Enquiries: enquiries@naturalresourceswales.gov.uk or 0300 065 3000 Mon-Fri, 8am - 6pm) a licence may then need to be applied for from NRW. Licences are not automatically granted by virtue of a valid planning consent, and it may be possible that the necessary licence application may be refused.
