  1. The proposed external alterations, by virtue of the chosen materials, finish and detailing, represent poor design that fails to respect the historic character of the listed building and the wider terrace. The works do not respond appropriately to the building’s significance and would result in a harmful intervention that undermines its special architectural and historic interest. The proposal is therefore contrary to Policies GN.1, GN.2 and GN.38 of the Pembrokeshire Local Development Plan (adopted 28 February 2013). Furthermore, the proposal fails to satisfy the statutory duty to preserve or enhance the character and appearance of the Haverfordwest Conservation Area, and to pay special regard to the desirability of preserving the listed building and its features of architectural and historic interest, as required by the Historic Environment (Wales) Act 2023 and Chapter 6 of Planning Policy Wales (Edition 12, 2024).
