The planning application seeks permission for a new multi-purpose storage shed for smallholding, ancillary fishing hobby storage and home office. However, the submitted justification report states that the building would be used in conjunction with a commercial sea bass fishing business, which is in conflict with the description of the proposal. This conflicts with the description of the proposed development and introduces a commerical element that has not been properly justified. No evidence has been provided to demonstrate why a commercial fishing business is essential for this countryside location, or why such use cannot reasonably be accommodated elsewhere. In the absence of robust justification, the proposal represents an unjustified form of development in the countryside. The proposed development is contrary to policy SP 1 (Sustainable Development) and SP 16 (The Countryside) and the detail of criterion 3 of policy GN.6 (Employment Proposals) of the Local Development Plan for Pembrokeshire (2013).
The proposed development extends beyond the residential curtilage of Hill House and encroaches into countryside. Due to its position, external appearance, scale and form, the proposed building would have a detrimental impact on the rural landscape, resulting in a visually dominant and incongruous addition that would be more harmful than the caravans it is intended to replace. As such, the proposal does not represent good design, as the siting and scale of the building are not compatible with the character of the site and area within which it is located, in terms of visual impact and is not considered essential for a countryside location. Furthermore, no justification has been provided to demonstrate that a building of this nature and scale is essential in this countrsyide location. The proposed development is therefore contrary to policy SP 1 (Sustainable Development) and SP 16 (The Countryside) and the detailed criteria 1 and 3 of policy GN.1 and criteria 1 and 2 of policy GN.2 of the Local Development Plan for Pembrokeshire (2013).
The application site lies within the catchment of the Pembrokeshire Marine Special Area of Conservation (SAC). A Habitats Regulations Assessment Screening Report has been completed and insufficient information has been provided with the application to conclude that increases in nutrient inputs in the Pembrokeshire Marine SAC can be ruled out as a result of this development proposal. As such, the proposal fails to accord with criterion 4 of policy GN.1 (General Development Policy) and GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
