  1. Condition 3 - Implementation of noise mitigation measures and verification of works prior to occupation Condition 3 requires the mitigation measures set out in the Noise Assessment by Noise Solutions Limited dated 28th February 2025 (dated as received 09/04/2025) to be carried out and for these measures once implemented to be inspected on site by a member of the Council's Pollution Control team so that these can be verified as correctly installed. The following information has been provided: - Planning Noise Survey Report by Noise Solutions Limited dated 9th October 2025 (dated as received 17/11/2025) - Greenwood 2500EA/5000EA Acoustic Vents specification (dated as received 17/11/2025) - Acoustic test data ref WYC504733 (dated as received 17/11/2025) The proposed use of Greenwood Acoustic Vents for the means of ventilation in rooms where additional thermal double glazing is installed in order to deliver an effective level of air replacement while keeping out unwanted noise are considered acceptable. In association with the proposed thermal double glazing in affected rooms, they would ensure that the flats will be suitable for residential use in accordance with the mitigation measures set out in the Noise Assessment by Noise Solutions Limited dated 28th February 2025. This safeguards the residential amenities of prospective occupiers of the approved development who would not experience any significant adverse impact from noise in accordance with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013). Accordingly this condition is considered partially discharged. This condition will not be fully satisfied until such time as arrangements have been made and an inspection carried out by a member of the Council's Pollution Control team. Thereafter all implemented mitigation measures are to be maintained and retained as verified to achieve effective mitigation for as long as the development exists.
  2. Condition 4 requires the assessment of existing windows which serve each residential unit and the roof structure of the subject building to be fully assessed to ascertain if a night-time internal noise level of 20dB Leq is being achieved. If not achieved the condition requires details of noise attenuation to be agreed, a timetable for implementation and inspection to verify installation. The following information has been provided: - Planning Noise Survey Report by Noise Solutions Limited dated 9th October 2025 (dated as received 17/11/2025) - Greenwood 2500EA/5000EA Acoustic Vents specification (dated as received 17/11/2025) - Acoustic test data ref WYC504733 (dated as received 17/11/2025) The submission proposes arrangements which would ensure the residential amenities of prospective occupiers of the approved development would not experience any significant adverse impact from noise in accordance with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013). Accordingly, condition 4 is considered partially discharged. This condition will not be fully satisfied until such time as arrangements have been made and an inspection carried out by a member of the Council's Pollution Control team. Thereafter all implemented mitigation measures are to be maintained and retained as verified to achieve effective mitigation for as long as the development exists.
  3. Condition 7 requires a scheme of green infrastructure to be approved prior to the first occupation of the approved residential units. The following information has been provided: - Green Infrastructure Statement Version (dated as received 13/02/2026) Sufficient details of Green Infrastructure mitigation and compensation measures have been provided confirming proposed planting location, species planting mix, a timetable of implementation and planting management to ensure compliance with The Environment (Wales) Act 2016 to maintain and enhance green infrastructure and biodiversity in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013). Accordingly, condition 7 is considered partially discharged. This condition will not be fully satisfied until such time as the agreed details have been fully implemented.
  4. Condition 8 requires the submission of a Flood Management Plan to be submitted for approval and the locations within the application site of where it is to be displayed agreed. The following information has been provided: - Flood Management Plan (dated as received 17/11/2025) - Covering letter with plan identifying locations of Flood Management Plan display (dated as received 17/11/2025) The Flood Management Plan which has been produced for display and the chosen locations of where it is to be displayed are considered acceptable, would promote the interests of safety and reduce the potential impact of flooding in accordance with Policies GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013). This condition will not be considered fully satisfied until the approved Flood Management Plan has been displayed in the agreed locations for as long as the building is used and/or occupied as approved.
