  1. The development shall begin no later than five years from the date of this decision. Reason: To comply with the requirements of Section 91 of the Town & Country Planning Act 1990 (as amended).
  2. The development shall be carried out in accordance with the following approved plans and documents: Location plan (dated as received on 24/11/2025) Block plan (dated as received on 25/11/2025) Proposed west rear elevation (dated as received on 12/04/2026) Proposed north side elevation (dated as received on 12/04/2026) Proposed east front elevation (dated as received on 12/04/2026) Proposed South side elevation (dated as received on 12/04/2026) Floor plan (dated as received on 24/11/2025) Proposed Section Plan (dated as received on 24/11/2025) Response to Ecological Consultation (dated as received 10/03/2026) Ecological enhancement covering letter (dated as received 10/03/2026) Green Infrastructure & Biodiversity Enhancement statement dated (dated as received 12/04/2026) Ecological plan (dated as received 10/03/2026) Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
  3. No above ground works shall commence until such time as the colour of the external facing materials to the roof and walls of the building hereby approved have been submitted to and approved in writing by the local planning authority. Thereafter the development shall be carried out in accordance with the approved details and remain as such for as long as the building exists. Reason: To ensure a satisfactory standard of external appearance to accord with Policies GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  4. No development shall commence until such time as a Construction Management Statement (CMS) accompanied with an annotated plan has been submitted to, and approved in writing by, the Local Planning Authority. The CMS shall include further information and plans on the following: a. Parking for vehicles, site personnel, operatives and visitors; b. Loading and unloading of plant and materials, and use of banksmen; c. Storage of plant and materials indicated on a plan; d. Erection of hoarding or heras fencing as indication on a submitted plan; e. Consideration of the school and no movement/deliveries within the school pickup/ drop-off times (as appropriate); and f. On-site turning for construction vehicles. Thereafter the development of the site shall be carried out in accordance with the approved details for the duration of the construction phases of the development hereby approved. Reason: In the interests of highway safety and to meet the objectives of the PPW (2024) in accordance with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  5. No surface water and/or land drainage shall be allowed to connect directly or indirectly with the public sewerage network. Reason: To prevent hydraulic overloading of the public sewerage system, to protect the health and safety of existing residents and ensure no pollution of or detriment to the environment and to comply with the requirements of policies GN.1 and GN.2 of the Local Development for Pembrokeshire (Adopted 28th February 2013).
  6. Notwithstanding the information annotated on the approved plans prior to the installation of any external lighting associated with the development hereby approved an external lighting scheme shall be submitted to and approved in writing by the local planning authority. The lighting scheme submitted for approval shall include: • All of the lighting needs and mitigation requirements associated with the development during operational hours and shall be the minimum required to perform the relevant lighting task; • A design to minimise the risk of light spillage beyond the development site boundary and within ecologically sensitive areas; • A report, prepared by a lighting engineer, setting out the technical details of the luminaires and columns, including their location, type, shape, dimensions and expected luminance output which specifically explains what design attributes have been chosen to minimise light pollution; • A plan to a recognised scale illustrating illuminance levels across the development site and at the boundary of the site; • A statement which demonstrates how the lighting scheme will be viewed against the wider landscape and the potential role of landscaping in minimising the day and night-time visual impact of the installation; and • An Environmental Lighting Impact Assessment against conservation requirements for protected species and designated landscapes. Thereafter the approved lighting scheme shall be implemented, operated and maintained in accordance with the approved details for as long as the external lighting associated with the development hereby approved is in use. Reason: In order to comply with The Environment (Wales) Act 2016 to maintain and enhance biodiversity and mitigate the impact of the development in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  7. The applicant is advised that to adhere to pollution prevention guidelines all works at the site must be carried out in accordance with GPP5, ‘Works and maintenance in or near water’ and GPP6 ‘Working at construction and demolition sites’ which are available on the following website: gpp-5-works-and-maintenance-in-or-near-water.pdf (netregs.org.uk) and gpp6-working-on-construction-and-demolition-sites.pdf (netregs.org.uk).
  8. Prior to the first use of the development hereby approved a detailed plan to a recognised scale annotating dedicated parking for motorcycles and secure and covered parking for bicycles shall be submitted to and approved by the Local Planning Authority in writing. Thereafter, prior to the first use of the development the approved arrangements for the parking of all vehicles shall be implemented on site and be retained and maintained as first installed and only for the purposes of parking for as long as the development exists. Reason: In the interests of highway safety and to meet the objectives of the PPW (2024) in accordance with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  9. All green Infrastructure provision as set out in approved documents; Response to Ecological Consultation (dated as received 10/03/2026); Ecological enhancement covering letter (dated as received 10/03/2026); Green Infrastructure & Biodiversity Enhancement statement dated (dated as received 12/04/2026); and Ecological plan (dated as received 10/03/2026) shall be planted in the first available planting and seeding seasons following the first use of the building hereby approved. Any planting which, within a period of 5 years after implementation of the approved development are removed, die, become diseased or damaged to such extent that, in the opinion of the Local Planning Authority, the function in relation to this planning approval is no longer delivered, shall be replaced with planting of similar size and specification. Reason: In the ecological interests of the site in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  10. Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP1, GN.1, GN.2, GN.5, GN.6 GN.37 and GN.38 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan.   11. Prior to the first use of the building hereby approved the proposals for biodiversity mitigation and enhancement provision as set out in approved documents; Response to Ecological Consultation (dated as received 10/03/2026); Ecological enhancement covering letter (dated as received 10/03/2026); Green Infrastructure & Biodiversity Enhancement statement dated (dated as received 12/04/2026); and Ecological plan (dated as received 10/03/2026) shall be implemented. Thereafter all wildlife boxes and native planting will be retained and maintained as first installed for as long as the development exists. Reason: In the ecological interests of the site and to enhance biodiversity in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  12. The B8 use hereby permitted shall only be accessed for deliveries and pick-ups between the hours of 0800 hours and 17:00 hours on any day of the week, inclusive of bank holidays. Reason: To protect the amenities of the occupiers of nearby dwelling houses in accordance with Policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  13. Notwithstanding the information annotated on the approved plans no above ground works shall commence until such time as a scheme for the disposal of surface water, inclusive of details demonstrating the suitability of ground conditions for the proposed method of water disposal, have been submitted to and approved in writing by the local planning authority. Thereafter the development shall be carried out in accordance with the approved scheme which shall be retained and maintained as first installed for as long as the development exists. Reason: To ensure that a satisfactory means of drainage is provided, and to accord with policies GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
