The creation of a single off street parking bay and access introduces a visually incongruous feature that disrupts the established traditional frontages that characterise the settlement of St Nicholas. The resultant loss of the stone wall frontage harms the coherent character of the area and host dwelling and has a detrimental impact on visual amenity.The development therefore fails to accord with SP 1 (Sustainable Development), Criteria 1 and 2 of Policy GN.1 (General Development Policy) and Criteria 1 and 2 of Policy GN.2 (Sustainable Design) of the Pembrokeshire Local Development Plan (adopted February 2013).
No biodiversity enhancement measures have been included as part of the proposed scheme. The application also fails to provide a Green Infrastructure Statement to identify the green infrastructure baseline of the site and demonstrate a stepwise approach to inform any green infrastructure and biodiversity enhancement features. As such the proposal fails to secure a net benefit for biodiversity thereby failing to comply with policies SP 1 (Sustainable Development), GN.1 (General Development Policy), GN.37 (Protection and Enhancement of Biodiversity), Planning Policy Wales Edition 12, 2024 and the Environment (Wales) Act 2016.

The vehicular access, due to the absence of adequate and demonstrably achievable visibility splays, would result in substandard visibility for vehicles emerging onto the adjoining classified road. As a consequence, the development is a detriment to highway safety and would prejudice the safe and free flow of traffic. As such the proposal fails to accord with criterion 5 of Policy GN.1 (General Development Policy).
