Planning conditions
  1. The development shall begin no later than five years from the date of this decision. Reason: To comply with the requirements of Section 91 of the Town & Country Planning Act 1990 (as amended).
  2. The development shall be carried out in accordance with the following approved plans and documents: Received 16/01/26 Dwg no. 04A - Proposed block plan and elevations Dwg no. 05A - Proposed floor layout Received 03/11/25 Dwg no. 01 - Block plan, Location Plan and Elevations as exitsing Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
  3. Notwithstanding the information contained within the application, prior to the conversion of the building hereby approved a method statement detailing the techniques to be used in the conversion of the agricultural building together with the extent of any repairs, demolition and rebuilding shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out strictly in accordance with these approved details. Reason: To ensure that the development is compliant with Policy GN.11 of the Pembrokeshire Local Development Plan adopted 28th February 2013.
  4. Notwithstanding the information contained within the application, prior to the substantial completion of the conversion of the barn hereby approved details of a scheme for the disposal of surface water shall be submitted to and agreed in writing by the local planning authority. The scheme shall include details of the suitability of ground conditions for the proposed methods of water disposal. The scheme shall be implemented in accordance with the approved details prior to the first use of the development and retained for as long as the development exists. Reason: To ensure that a satisfactory means of drainage is provided, and to accord with policies GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  5. Notwithstanding the information contained within the application, prior to the construction of the wall to the south of the barn, details of the proposed height of the wall shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out strictly in accordance with these approved details. Reason: To ensure that the development is compliant with Policy GN.11 of the Pembrokeshire Local Development Plan adopted 28th February 2013.
  6. Notwithstanding the provisions within Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (as amended for Wales) (or any order revoking and re-enacting the Order with without modification) no development as specified in Part 1 (Classes A, B, C, D, E, F G and H), or any minor operations as specified in Part 2 (Class A), other than such development or operations indicated on the plans hereby approved, shall be carried out without the prior written consent of the Local Planning Authority. Reason: In the interest of visual amenity and to protect the historic nature of the dwelling and site and to accord with policies GN.1 and GN.38 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  7. In the first planting and seeding seasons following completion of the development or occupation of the development, whichever is the sooner, the hedgerow shall be created and planted in accordance with the submitted proposed site plan and Green Infrastructure Statement. Any hedgerow created and planted in accordance with the approved scheme which, within a period of 5 years after planting are removed, die, become diseased or damaged shall be replaced with planting of similar size and specification. Reason: To protect ecological interests of the site in accordance with polices GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and Section 6 of PPW edition 12.
  8. The development shall be carried out at all times in accordance with the mitigation measures and recommendations set out in Section 7 of the bat survey report and Dwg no. 04A - Proposed Elevations. Reason: To ensure that animal and plant species and habitats listed under the Conservation of Habitats and Species Regulations 2017 (as amended) and the ecological interests of the site are adequately protected to accord with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), and Section 6 of PPW (Edition 12).
  9. Prior to the installation of any external lighting in connection with the development hereby approved, details of the external lighting shall first be submitted to and agreed in writing by the Local Planning Authority. The proposed external lighting should be positioned at a low level, hooded and downward facing to avoid light spill and should be operated on a PIR activated timer. All external lighting shall be installed as approved and retained for as long as the development exists. Reason: To protect the biodiversity interests of the site in accordance with policy GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  10. Prior to the installation of the proposed foul drainage treatment plant, full details of the treatment plant, to include a scheme for its ongoing maintenance shall be submitted to and approved in writing by the Local Planning Authority. The approved treatment plant shall be installed prior to the first use of the building and shall be maintained at all times in accordance with the approved scheme for as long as the development exists. Reason: To ensure an acceptable standard of foul water disposal and to accord with policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  11. The off-street parking facilities shown on the plan no 04A hereby approved shall be provided before the building is first occupied, and thereafter retained for that purpose. Reason: To ensure the satisfactory provision of parking facilities and in the interest of highway safety and the amenity of the area, and to accord with Policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  12. Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP1, SP16, GN.1, GN.2, GN.37 and GN.38 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan.   13. This application has been screened in accordance with Natural Resources Wales’ interim advice for planning applications within the river Special Areas of Conservation (SACs) catchments (issued on 20th January 2021). It is considered that this development is unlikely to increase phosphate inputs as it falls within the following criterion in the interim advice: Criterion 6 - Private sewage treatment systems discharging domestic wastewater to ground which complies with the relevant NRW guidance.
