Condition 4 - Construction Traffic Management Plan (CTMP) Condition 4 requires a Construction Traffic Management Plan (CTMP) to be approved prior to any demolition or construction works commencing. The following information has been provided: - Construction Traffic Management Plan by WB Griffiths & Son ltd reference C10261 - Pembrokeshire College dated 31/10/2025 The County Highway Authority (CHA) have reviewed the above information. They confirm that the proposed temporary laydown area for welfare facilities, parking, and material storage that would be established to the rear end of the onsite carpark is acceptable. The proposals encourage car-sharing and active travel to site by construction personnel. It is stipulated that the delivery arrangements would be restricted to specified timings for vehicular movement through the campus; the plant and material storage contained by Heras fencing; on-site turning provisions for construction vehicles; the use of trained traffic marshals and signage; and details of the measures to be employed for managing debris and surface water. The submitted CTMP is considered to propose arrangements which would ensure there would not be any significant adverse impact upon highway safety, meeting the objectives of Planning policy Wales (2024) and according with policy GN.1 of the Local Development Plan (2013). Condition 4 can be treated as partially discharged. The condition will not be fully discharged until such time as the approved details have been fully implemented.
