The proposed replacement windows and doors and the introduction of the balcony would have a negative visual impact on the character of the Listed Building by reason of their unsympathetic and modern design that neither preserve nor enhance the special qualities of the Grade II Listed Building. The proposal is therefore contrary to Criteria 1 and 2 of Policy GN.1 (General Development Policy), Criteria 1 and 2 of Policy GN.2 (Sustainable Development) and Policy GN.38 (Protection and Enhancement of the Historical Environment) of the Pembrokeshire Local Development Plan (adopted 28 February 2013) and Chapter 6 of Planning Policy Wales (Edition 12, 2024). Furthermore, the development fails to meet the statutory requirement to pay special regard to the desirability of preserving the listed building and its architectural and historic features, as set out in the Historic Environment (Wales) Act 2023.
No biodiversity enhancement measures have been proposed and the submitted Green Infrastructure Statement contains insufficient information on subsequent green infrastructure enhancement. In such terms, the proposal conflicts with policies SP 1 (Sustainable Development), criterion 4 of policy GN.1 (General Development Policy) and policy GN.37 (Protection and Enhancement of Biodiversity) of the adopted Local Development Plan for Pembrokeshire (adopted 28 February 2013).
