The proposed alterations and extensions, would fail to respect the character, context and spatial arrangement of the built form of the existing dwelling. The discordant approach to extending the roof is unsympathetic and incompatible with the traditional character and proportions of both the design, character and appearance of the modest building it would overwhelm but would also be visually intrusive in views from the public realm which would have a harmful impact upon the special character and appearance of the Penally Conservation Area, failing to accord with criterion 1 of policy GN.1 (General Development Policy) and criteria 1 and 2 of policy GN.2 (Sustainable Design) and policy GN.38 (Protection and Enhancement of the Historic Environment) of the Local Development Plan (adopted 28 February 2013). Furthermore, the proposed development would be at odds with the aims of Technical Advice Note (TAN) 12: Design (2016) and Planning Policy Wales (Edition 12, February 2024).
