The application proposes the demolition of the existing building and the erection of a dwelling which meets the requirement for a Bat survey and a Preliminary Ecological Appraisal to be submitted. In the absence of a Bat Survey and Preliminary Ecological Appraisal the application fails to demonstrate that the proposal would not have a detrimental impact on biodiversity and that the proposed biodiversity mitigation is an acceptable level for the site. As such the proposal fails to accord with criterion 4 of policy GN.1 (General Development Policy) and GN.37 (Protection and Enhancement of Biodiversity) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
The application site is accessed via a private shared narrow single-track lane which is 2.7 metres wide with no passing places. There is insufficient information provided with the application to demonstrate that the access is capable of supporting the proposed development and as such fails to demonstrate that the proposal would not have a detrimental impact on highway safety contrary to criterion 5 of policy GN.1 (General Development Policy) of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).

Policy GN.28 (Local Needs Affordable Housing) and adopted Supplementary Planning Guidance requires affordable housing provision on all new housing developments. In the case of a proposal for one dwelling a commuted sum is required and no such sum has been secured. Whilst the application form states that the proposal is for a replacement dwelling, it is considered that any residential use of the existing building has been abandonedh. Thus, the proposal is contrary to Policy GN.28 of the Local Development Plan for Pembrokeshire (adopted 28th February 2013), Affordable Housing Supplementary Planning Guidance (2015) and Future Wales- The National Plan 2040 (February 2021).
