This decision relates only to the plans identified below: - 1984/TP07 B. Proposed Double Garage. July 2025 - 1984/TP08 B. Proposed Double Garage. July 2025 - 1984/TP09 B. Proposed Double Garage. July 2025
The proposed double garage, by virtue of its scale, bulk and siting, represents a poor standard of design that would appear visually incongruous within the streetscene. The surrounding area is characterised by a semirural ribbon development of predominantly mid20thcentury bungalows and dormer dwellings, typically set well back from the highway within a consistent building line and featuring spacious front gardens and driveways. The proposal fails to respect these established spatial characteristics and would not be compatible with the proportions or character of the host dwelling or the pattern of development within the immediate locality. The development therefore conflicts with Criteria 1 and 2 of Policy GN.1 (General Development Policy) and Criteria 1 and 2 of Policy GN.2 (Sustainable Design) of the Pembrokeshire Local Development Plan (adopted February 2013) as well as the wider design expectations set out in PPW and TAN 12.
The proposed double garage would result in an unacceptable loss of residential amenity for the occupiers of 26 Bulford Road. Owing to its height of 5.2 metres to the ridge and its proximity, approximately 9.1 metre to a ground floor habitable room window at No. 26, the garage would create significant overshadowing. Given the north facing orientation and the east to west movement of the sun, the proposal would lead to immediate and prolonged loss of light during early morning through to midday. This would materially diminish the level of natural light received by the neighbouring habitable room and thereby harm the living conditions of the adjoining occupiers. For these reasons, the proposal fails to comply with Criterion 2 of Policy GN.1 of the Pembrokeshire Local Development Plan, which seeks to protect the amenity of neighbouring properties.
