The development shall be carried out in accordance with the following approved plans and documents: Received 31/07/25 Dwg no. 01 A - Site Location Plan Received 22/10/25 Dwg no. 02 RevF - Proposed block plan Dwg no. 03RevE - As built cattle housing Dwg no. 04 RevF - Sectional details Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
Prior to any works taking place to extend or alter the freeboard level of the existing slurry store wall, details of the construction materials and the dimensions of any alteration shall first be submitted to and approved in writing by the local planning authority. The works shall be carried out in accordance with the approved details. Reason: To protect wildlife and ecological interests near to the site in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
Notwithstanding the information contained within the application, within three months of the date of this decision details of a scheme for the disposal of surface water shall be submitted to and agreed in writing by the local planning authority. The scheme shall include details of the suitability of ground conditions for the proposed methods of water disposal. The scheme shall be implemented in accordance with the approved details and retained for as long as the development exists. Reason: To ensure that a satisfactory means of drainage is provided, and to accord with policies GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
No development shall commence in respect of the silage clamp hereby approved until an Order has been made to and confirmed in writing by the local planning authority under Section 257 of the Town and Country Planning Act 1990 for the diversion of the public right of way (PP92/15). Reason: To ensure that the development does not adversely affect the public right of way and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
Within three months of the date of this decision the noise mitigation works as detailed on dwg no. 03RevE and set out within the details submitted in Option 1 of the Environmental Noise Assessment report (AE111) dated 27/07/25 and accompanying Acoustic Design Memo dated 22/09/25 shall be carried out as approved and retained for as long as the development exists. Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
Prior to the installation of any external lighting in connection with the development hereby approved, details of the external lighting shall first be submitted to and agreed in writing by the Local Planning Authority. The lighting details shall show the lighting to be positioned at a low level, hooded and downward facing to avoid light spill onto foraging habitats and bat roost access points and shall be operated on a PIR activated timer. All external lighting shall be installed as approved and retained as such for as long as the development exists. Reason: To protect the biodiversity interests of the site in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Within three months of the date of this decision the sparrow boxes on the west elevation and bat boxes to the north elevation of the building as shown on Dwg no. 03 RevE shall be installed. The bat and bird boxes shall be maintained thereafter for as long as the development exists. Reason: To protect the wildlife and the ecological interests of the site, in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Within twenty one days following the landscape planting to the site, the proposed stock proof fencing shall be installed in accordance with the details shown on plan no. 02 Ref F. Reason: To protect the planting at the site in accordance with polices GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below: Policies SP1, SP16, GN.1, GN.2, GN.37 and GN.38 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan. In the first planting and seeding season following the date of this decision, the proposed planting shall be implemented in accordance with dwg no. 02 RevF and the submitted Green Infrastructure Statement. Any trees or plants planted in accordance with the approved scheme which, within a period of 5 years after planting are removed, die, become diseased, shall be replaced with plants of similar size and specification. Reason: To protect ecological interests of the site in accordance with polices GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and Section 6 of PPW edition 12.
Notwithstanding the details submitted with the application, within 21 days following the landscape planting to the west of site, additional stock proof fencing shall be installed in accordance with the design details shown on plan no. 04 RevF. The additional stock proof fencing shall be located between the extent of the landscape planting to the west of the site and the diverted public footpath. Reason: To protect the planting at the site in accordance with polices GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
This application has been screened in accordance with Natural Resources Wales’ interim advice for planning applications within Special Areas of Conservation (SACs) catchments. It is considered that this development is unlikely to increase nutrient inputs as it falls within the following criterion in the interim advice: Criteria 1 and 2 - development that does not increase the volume or concentration of wastewater and improves existing water quality discharges by reducing the nutrient load of wastewater, or by decreasing the volume of wastewater produced.
