Planning conditions
  1. The development shall begin no later than five years from the date of this decision. Reason: To comply with the requirements of Section 91 of the Town & Country Planning Act 1990 (as amended).
  2. The development shall be carried out in accordance with the following approved plans and documents: 2049 03Rev A Proposed Block & Location Plan, dated 25 April 2024 2049 04Rev B Proposed Floor Plans (Showing Elevations), dated 25 April 2024 2049 05Rev B Proposed Floor Plan, dated 25 April 2025 2049 06Rev A Proposed Floor Plan (garage / garden store), dated 25 April 2024 2049 07 Demolition Plan, dated 20 February 2025 Percolation Test Results (Foul Drainage), by Harries Planning Design Management, received 13 June 2025 External Material Finishes / Treatment of Access Track (Ref HPDM/2049), dated 25 November 2024 Structural Appraisal Report by Grade Consulting Ltd, dated June 2024 Reason: In the interests of amenity and to comply with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
  3. Notwithstanding the information contained within the application, prior to substantial completion of the development hereby approved, details of a scheme for the disposal of surface water shall be submitted to and approved in writing by the local planning authority. The scheme shall include an assessment of the suitability of ground conditions with percolation results for the proposed method of water disposal. The scheme shall be implemented in accordance with the approved details prior to the first use of the building hereby approved and retained for as long as the development exists. Reason: In order to ensure the scheme does not cause surface water flooding and in accord with Schedule 3 of the Flood and Water Management Act 2010 and to accord with the requirements of policy GN.1 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
  4. Notwithstanding the information contained within the application, no development shall commence until a Construction Method Statement has been submitted to and approved in writing by the Local Planning Authority. The Construction Method Statement shall include: a) a schedule of works of the building to be retained, repaired, altered, or removed; b) detailed methodologies for rebuilding, repair and alteration works, including materials, finishes, and techniques to be used; c) measures for the protection of the building during construction; d) details of any enabling or intrusive works, including justification and mitigation; and e) a statement detailing sustainability measures to be incorporated into the proposed development The development shall thereafter be carried out strictly in accordance with the approved Construction Method Statement. Reason: To ensure that the historic character and architectural interest of the building is preserved in accordance with Policies SP 1, Criterion 3 of Policy SP 16 and Policy GN.26 of the Local Development Plan for Pembrokeshire (Adopted 28th February 2013).
  5. The scheme shall be implemented in accordance with the mitigation and recommendations contained within Section 4 and 5 of the bat survey report, by I & G Ecological Consulting, dated August 2026. Works shall be carried out in strict accordance with the mitigation measures contained within Section 5 of the bat report and the requirements of the EPS Licence. These measures shall be carried out as approved during the site preparation and construction phases of the development and any mitigation measures retained thereafter. Reason: To ensure that habitats, nocturnal species, and the ecological interests of the site are adequately protected and to accord with policy: GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013), Section 6 of PPW (Edition 12).
  6. The soft landscaping comprising creation of gardens incorporating three city water gardens, reed bed and vegetable patch the location of which is illustrated on drawing no's. 2049 03 Rev A and 2049 06 Rev A, shall be carried out in the first planting season following first use of the dwelling or the substantial completion of the development, whichever is sooner and retained thereafter. Any plants which within a period of 5 years from the date of this decision die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species. Reason: To protect and enhance biodiversity interests and to accord with Policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  7. The biodiversity enhancement measures to include two Beamaris Woodstone bat boxes, 1 Sparrow Terrace, as illustrated on drawing No. 2049 04 Rev B shall be installed prior to first use of the dwelling or substantial completion of the development hereby permitted. The biodiversity enhancement measures shall be retained as installed for as long as the development exists. Reason: To protect the wildlife and the ecological interests of the site, in accordance with policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  8. Having regard to the details of the application proposals, and the relevant provisions of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) as summarised below Policies SP 1, SP 16, GN.1, GN.2 and GN.37 It is considered that subject to compliance with the conditions attached in this permission, the proposed development would be in accordance with the Development Plan. This informative is intended only to be a summary of the reasons for the granting of planning permission.   9. This permission shall not be construed as granting rights to carry out works on, or over, land not within the ownership, or control, of the applicant.
  10. You must obtain the prior written consent of the owner and occupier of any land upon which it is necessary for you to enter in order to construct, externally finish, decorate or in any other way carry out any works in connection with this development including future repairs/maintenance, or to obtain support from adjoining property. This permission does not authorise you to take such action without first obtaining this consent. Your attention is also drawn to the Access of Neighbouring Land Act 1992 and Party Wall Act 1996.
  11. This Decision Notice grants planning permission. You are advised that it does not constitute approval under the Building Regulations.
  12. Advice for the Developer Pollution Prevention During the construction phase you should take any precaution to prevent contamination of surface water drains and local watercourses. Oils and chemicals should be stored in bunded areas and spill kits should be readily available in case of accidental spillages.   13. WATERCOURSE Due to the existence of an ordinary watercourse, the applicant should be made aware that ordinary watercourses must not be filled in, culverted, or the flow impeded in any manner, without the prior written consent of Pembrokeshire County Council under Section 23 Land Drainage Act 1991 as amended by the Flood and Water Management Act 2010. Consent is also required to alter a culvert in a manner that would be likely to affect flow of an ordinary watercourse, and for temporary as well as permanent works. The applicant can obtain further details from Mr Neville Davies - ldconsent@pembrokeshire.gov.uk Under no circumstances should any structure be built over ordinary watercourses or within a minimum of 3 metres measured each side from the top of bank of any watercourse, or within a minimum of 3 metres measured each side from the outer face of a culvert, without the prior written agreement of the local land drainage authority. This will ensure that access is maintained for future maintenance.
  14. A European protected species (EPS) Licence is required for this development. It is an offence to deliberately capture, kill or disturb EPS or to damage or destroy their breeding sites or resting places. If found guilty of any offences, you could be sent to prison for up to 6 months and/or receive an unlimited fine. To undertake the works within the law, you can obtain further information on the need for a licence from Natural Resources Wales on 0300 065 3000 or at Natural Resources Wales / Apply for a protected species licence. Development should not be commenced until the Applicant has been granted a licence by Natural Resources Wales pursuant to Regulation 55 of the Conservation of Habitats and Species Regulations (2017) authorizing the specified activity/development to go ahead. Please note that any changes to plans between planning consent and the licence application may affect the outcome of a licence application.
  15. The Developer is advised that the operation of a private sewerage system would require an enviromental permit or to be register with Natural Resource Wales for an exemption from permit requirement.   16. Any external lighting in connection with the proposed development shall be positioned at a low level, hooded, downward facing and operated on a PIR activated timer. Reason: To protect the ecological interests of the site and to accord with Policies GN.1 and GN.37 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013) and Section 6 of Planning Policy Wales, Edition 12.
  17. The off-street parking and turning facilities (for all vehicles, including cycles) and the passing bays as shown on drawing no. 2049 03 Rev A hereby approved, shall be provided before the building is first occupied, and thereafter retained for that purpose. Reason: To ensure the satisfactory provision of parking facilities and in the interest of highway safety and the amenity of the area, and to accord with Policy GN.1 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  18. Prior to installation details and/or samples of the external materials to be used in the construction of the doors and windows of the development shall be submitted to and agreed in writing by the local planning authority. Development shall be carried out in accordance with the approved details and retained thereafter. Reason: In the interests of amenity and to comply with the requirements of Policies GN.1 and GN.26 of the adopted Local Development Plan for Pembrokeshire (2013).
  19. The foul drainage system, as detailed on drawing No. 2049 03 A hereby approved, shall be installed and fully operational prior to first occupation of the dwelling. The foul drainage system shall be implemented in accordance with the approved details shown on drawing no. 2049 03 A and shall thereafter be retained and maintained for the lifetime of the development. Reason: To ensure that a satisfactory means of foul water drainage is provided, and to accord with policies GN.1 and GN.2 of the Local Development Plan for Pembrokeshire (adopted 28 February 2013).
  20. The Applicant is advised that the hedgerow adjoining the site access should be maintained as necessary to ensure that adequate visibility is retained between the access and the public highway. Any hedge cutting or maintenance should have due regard to the protection of nesting birds, particularly during the main nesting period of 1 March to 31 August inclusive.
