The development shall begin not later than five years from the date of this decision. Reason: Required to be imposed pursuant to Section 91 (1) of the Town and Country Planning Act 1990 (as amended).
The development shall be carried out in accordance with the following approved plans and documents: • Location Plan • Proposed Plan drawing. no 05 REV B APRIL ’26 (rec. 14-Apr-26) showing measurement to boundary wall and GI planting change • Supporting Statement & Green Infrastructure Statement Reason: In order to be clear on the approved scheme of development in the interests of protecting visual amenity and the special qualities of the National Park. Policy: Local Development Plan 2 – Policies 1 (National Park Purposes and Duty), 8 (Special Qualities), 14 (Conservation of the Pembrokeshire Coast National Park) and 29 (Sustainable Design).
In the first available planting season following approval, planting must be implemented according to drwng. no 239/05 REV B APRIL ’26 showing planting change (Green Infrastructure statement received 5/3/26 and PCNPA Advice note relating to Grass and Wildflower Seed Mixes). Any existing plants retained; or new plants planted in accordance with the approved scheme which, within a period of 5 years after implementation of the approved development are removed, die, become diseased or damaged to such extent that, in the opinion of the Local Planning Authority, the function in relation to this planning approval is no longer delivered, shall be replaced with plants of similar size and specification. Any variations to the details of the documents and plans must only be undertaken after the proposed variations have been agreed in writing by the LPA. Reason: To prevent detrimental impact to trees, hedges and other landscape features which contribute to the amenity, landscape & biodiversity of the site and surrounding area. Any external lighting in connection with the proposed development will be low level, of warmer-coloured lighting (amber) with a maximum colour temperature of 2700K, 450 lumen lighting, hooded and downward facing to avoid light spill and be operated on a PIR activated timer in perpetuity. Reason: To ensure that animal species and habitats listed under the Conservation of Habitats and Species Regulations 2017 (as amended) are adequately protected, and to protect and enhance the character and appearance of the site and its setting within the Pembrokeshire Coast National Park Policy: Local Development Plan 2 – Policies 1 (National Park Purposes and Duty), 8 (Special Qualities), 10 (sites and species of European importance), 11 (Nationally protected sites and species) and 14 (Conservation of the Pembrokeshire Coast National Park). Section 6 of PPW edition 12.
The new garage shall only be occupied as an ancillary building to the dwelling at Croft Barn and shall not be used for business use or let or sold as a separate unit. Reason: In order to be clear on the type of accommodation sought and approved, as an independent dwelling or building for commercial use would require further consideration. Policy: Local Development Plan 2 – Policies 8 (Special Qualities), 14 (Conservation of the Pembrokeshire Coast National Park) and 30 (Amenity).
Prior to the construction of the garage hereby approved details of the materials to be used in the construction of the external surfaces of the building shall be submitted to and approved in writing by the local planning authority. Development shall be carried out in accordance with the approved details. Reason: To ensure a proper standard of development and appearance in the interests of conserving the amenities and special qualities of the area. Policy: Local Development Plan 2 - Policies 1 (National Park Purposes and Duty), 14 (Conservation of the Pembrokeshire Coast National Park) and 29 (Sustainable Design).
All surface water shall be trapped and disposed of to soakaway within the confines of the property so as not to flow towards the boundary wall to the east. Surface water drainage from the development must not be discharged directly or indirectly to any watercourse on the site Reason: to ensure an adequate method of drainage and in accordance with Polcy 32 of the LDP2.
Before any construction work is commenced adequate and suitable areas shall be provided within the site for the parking and turning, loading and unloading of all vehicles attracted to the site and for the storage of building materials clear of the public highway. Reason: In the interest of road safety. Policy: Local Development Plan 2 – Policy 60 (Impacts of Traffic).
Informatives Bats: It is recommended that the applicant be informed that all British bat species are European Protected Species by virtue of their listing under Annex IV of EC Directive 92/43/EEC (‘The Habitats Directive’). This Directive has been transposed into British Law under the Conservation of Habitats and Species Regulations 2017. British bats are also protected under Schedule 5 of the Wildlife and Countryside Act (1981) (as amended). It is a criminal offence to intentionally, or recklessly disturb, harm, or kill bats or to destroy a bat 'roost', even if only occasionally used. If bats are encountered on site works should stop immediately an NRW should be contacted (Natural Resources Wales, - General Enquiries: enquiries@naturalresourceswales.gov.uk or 0300 065 3000 Mon-Fri, 8am - 6pm) a licence may then need to be applied for from NRW. Licences are not automatically granted by virtue of a valid planning consent, and it may be possible that the necessary licence application may be refused. Birds: The vegetation on this application site may be used by nesting birds. It is recommended that the applicant be made aware that under the Section 1 of the Wildlife and Countryside Act 1981 (as amended) it is an offence to kill or injure any wild bird, take, damage or destroy the nest of any wild bird while that nest is in use or being built. Any works affecting nesting birds on site must be done outside the nesting season, which is recognised to be from March to August inclusive, unless it can be demonstrated by a suitably qualified ecologist that nesting birds are absent. It should be noted that birds may still be nesting outside this season, therefore care should be taken to ensure that no nesting birds are affected.
