REFUSED Decision Notice
Planning conditions
  1. The proposed change of use of agricultural land to form a seasonal campsite would introduce touring caravans, vehicles and associated recreational activity into an open field at the edge of the settlement of Brynhenllan. The development would result in the erosion of the rural character and tranquillity of the site and its immediate surroundings and would introduce visually intrusive elements into the landscape of the Pembrokeshire Coast National Park. The proposal therefore fails to conserve or enhance the natural beauty, landscape character and special qualities of the National Park and is contrary to the requirements of Policies 1 (National Park Purposes and Duty), 8 (Special Qualities), 14 (Conservation of the Pembrokeshire Coast National Park), 29 (Sustainable Design) and 41 (Caravan, Camping and Chalet Development) of the adopted Pembrokeshire Coast National Park Local Development Plan 2, and to the provisions of Planning Policy Wales (Edition 12) which require development within National Parks to conserve and enhance their special qualities.
  2. The proposed campsite would be located immediately adjacent to the rear garden boundaries of residential properties at Parc Yr Eglwys. The introduction of camping activity, including the presence of touring caravans, associated vehicles and outdoor recreational activity, would result in increased noise, activity and visual intrusion which would materially alter the character of the environment currently enjoyed by neighbouring occupiers. The proposal would therefore result in an unacceptable adverse effect on residential amenity and would be contrary to Policy 30 (Amenity) of the adopted Pembrokeshire Coast National Park Local Development Plan 2 and to the principles of compatibility in Planning Policy Wales.
