The development shall begin not later than five years from the date of this decision. Reason: Required to be imposed pursuant to Section 91 (1) of the Town and Country Planning Act 1990 (as amended).
The development shall be carried out in accordance with the following approved plans and documents: • Drawing Ref: Proposed Block Plan received 16/06/25 • Drawing Ref: Location Plan received 16/06/25 • Drawing Ref: North East and South West Elevations received 16/06/25 • Drawing Ref: Cover Letter/Green Infrastructure Statement received 16/06/25 Reason: In order to be clear on the approved scheme of development in the interests of protecting visual amenity and the special qualities of the National Park. Policy: Local Development Plan 2 – Policies 1 (National Park Purposes and Duty), 8 (Special Qualities), 14 (Conservation of the Pembrokeshire Coast National Park) and 29 (Sustainable Design).
Prior to the installation of any additional external lighting not shown on the approved plans, full details shall be submitted to and approved in writing by the Local Planning Authority. Any additional external lighting in connection with the proposed development should be low level, hooded and downward facing to avoid light spill, avoid shining directly onto features such as woodland edge and hedgerows, and should be operated on a PIR activated timer. Reason: In the interests of maintaining the special qualities of the landscape and habitats of the National Park through the protection, creation and enhancement of links between sites and their protection for amenity, landscape and biodiversity value. Policy: Local Development Plan 2 – Policies 1 (National Park Purposes and Duty), 8 (Special Qualities), 11 (Nationally Protected Sites and Species), 14 (Conservation of the Pembrokeshire Coast National Park), 30 (Amenity) and to comply with the Wildlife & Countryside Act 1981 (as amended), the Conservation of Habitats and Species Regulations 2017 and the Environment (Wales) Act 2016.
Prior to commencement of development, either a copy of the SAB consent, or the results of percolation testing shall be submitted to and approved by the Local Planning Authority to ensure that the proposed surface water drainage can be implemented. If the results determine that the proposed SuDS system will not work, a revised drainage strategy will also need to be submitted and approved. Such scheme as is approved shall be implemented and retained thereafter Reason: In order to ensure the scheme does not cause surface water flooding and in accord with Schedule 3 of the Flood and Water Management Act 2010.
Informatives The applicant is advised that separate approval for surface water drainage may be required under the Flood and Water Management Act 2010. This is not covered by this planning permission. The applicant should contact the SuDS Approval Body (SAB) at Pembrokeshire County Council to confirm the requirement for and process of SuDS approval. Pembrokeshire County Council as SuDS Approving Body (SAB) considers that by virtue of the fact that the construction area having drainage implications appears to be in excess of 100 square metres / more than one property; the proposed works will require SAB approval prior to the commencement of any works on site relating to this application. The applicant should be made aware that if there is a breach of the requirement for SAB approval (i.e. when construction work is commenced without SAB approval); the SAB may at any time issue an enforcement notice. The failure to obtain SAB approval may have a detrimental effect upon the future sale of the properties, which could also result in insurance applications and or flood event settlements being compromised.
