- Insufficent Parking In the opinion of the Local Planning Authority the proposed development would result in an intensification in the use of the site through staffing levels, professional visitors etc which would increase the demand for parking in a street where there is only on street parking, being contrary to Core Strategy Policies CS4 and CS19.
- Low Quality Accomodation In the opinion of the Local Planning Authority the proposed development, provides a staff bedrooms which fall below the space standard requirement provision and no separate dining room space and as such would not provide a good quality of living accommodation and would be contrary to Core Strategy Policy DC1 and emerging Local Plan Policies HO7 and HO8.
- Safeguarding The proposed use as a C2 residential institution, by reason of safeguarding issues represents a significant risk to the safety of vulnerable residents from crime and disorder resulting in a conflict with existing uses/circumstances, contrary to Core Strategy Policy CS4 (f) and DC1(c) and Section 6 ‘ Delivering a sufficient supply of Homes’ HO9 paragraph b, Section 14 ‘Achieving Well designed Places’ DP3 paragraph 2.a of the NPPF (August 2026).
